It was so mentally prepared that this action, born of various discussions of a table with their parents, out with my baby and friends, and finally to the famous snacks of the freedom of weekend, and as you can see the title already contains a lot of things!
The truth is that these days of protests by students fuoricorso / slackers (the most: just look how old they are the "leaders" of "rebellion") e professori ex-sessantottini mi hanno fatto venire voglia di approfondire il tema delle risorse della scuola e dell'università, chiedendomi se davvvero almeno una parte di ragione ce l'abbiano.
Così ho cominciato un po' ad informarmi, ho letto i passaggi della legge, seguito vari dibattiti, parlato con Iside (che fa la ricercatrice e quindi l'università la conosce bene), arrivando alla conclusione paradossale che entrambe le parti hanno ragione: ha ragione la Gelmini a dire che nella scuola/università esistono una marea di sprechi (posso citare la famigerata ploriferazione di corsi di laurea e sedi universitarie distaccate con un solo allievo !); hanno ragione (su alcune cose) gli studenti/ricercatori a dire that the cuts eventually have an effect on them - "weak links" of the system and no special "guard", if not used - without ever touching the equally notorious "barons" who regularly get along forever.
Why? Perhaps for lack of sufficient "balls" by the various ministers - including Gelmini that Dominae nature, does not possess certain attributes - probably for lack of knowledge of the true power dynamics of internal structures lobbing Italian training. Structures where the feudal homage to the still-in-Chief Department and where the administrative machinery that has a hierarchical power over the technical-teaching to be humiliated over and over again in the worst ways.
It 'clear that a person, even armed with good will, but not versed in the logic of power of those environments, can never produce a decent and permanent reform of university-school system.
Then there is the perennial problem of the cuts - painful but necessary - but am always faced the eternal dilemma of where to cut? ", Which always leads to unhappy people, as all recipients of the" sheared "will feel more or less precisely "persecuted."
Here is where the crux of the matter. Always in Italy, when you touch some areas, it always feels an echo of "revenge" (political, personal, class), and this happens for the lack of an objective criterion - I meant "scientific" - to assess virtuous and vicious, now increasingly replaced by sentimentum of the legislature that, almost blindly, issue "judgments" and impose punishments lifetime.
E 'where you begin to understand why the title of this posting.
Because I think it's humanly impossible for a minister to know the reality of each school / university Italian, the only reasonable solution that comes to mind is that the application of a healthy, robust and conclusive Federalism: you say " what does? ", but read and understand.
Given that the Italian State - As other European and Western - has scarce resources (and is decreasing), we can easily understand how it can not continue to keep their money with all the current system of universities and schools, especially those most disadvantaged (in mountain, country villages, etc.)..
On the other hand is wrong, too close to schools and universities in order, precisely because they hardly understood by the communities concerned, that the righteous cry "persecution" against them.
The solution may come from the famous objective criterion above. We establish
1-2-3 scientific parameters that measure the quality of teaching, research productivity and cost management; then establish the national standard not respecting which the central government has the right and duty to stop publicly funded schools and central state universities. structures that - internal inefficiencies or chronic structural - not covered by the standard can choose between two options:
- close cabin and puppets, but this time with a justification for all the same, and not attributable to "revenge" and "conspiracies"
- remain open through a tax increase (or those enrollment / attendance or those directly paid by the citizens of the community where the structure "critical" pertains).
I am sure that with a system like this not only would avoid a lot of logic that we see these days - because it is more difficult to try to deny the sheer numbers than a personal decision of a minister - but I also believe that many structures, chronically loss-making today and in crisis, rebound, spurred by the "sword of Damocles" of the parameters: a sort of Stability Pact of the public on the model of Maastricht.
you'll wonder why the title also includes health care.
